In the present investigation, it has been determined that the performance of the Public
Prosecutor's Office in the preparatory investigation stage within the criminal process,
significantly influences the non-compliance with the deadlines, the common processes with
preventive detention, due to inefficiency and excessive procedural burden in the Judicial
District of Trujillo, during the period 2017; posing as an alternative solution, a guide to criminal
investigation procedures, based on an efficiency protocol.
